Abstract: 
Every one’s dream is to be a creative person and it is another mission to carry out the dream. Many schoolprincipals recognize the importance of innovation in doing some change at school, some are very successful andwon the best award in School Innovative Management Contest in Taiwan. In order to build up the model to belearned for other principals, this study adapted the investment of creativity theory (Sternberg & Lubart, 1991) toexamine one of principals Mr. Chang who won the contest and was in charge of a rural primary school located atfish village named Pi Tow Elementary School.The deeply interview research method was employed for this study. After three times’ interview with PrincipalChang, the results of this study indicated that the belief of his school governing mainly was “at the community, upthe community.” Mostly, the essential achievement for him was to revitalize the dignity of students and people inthe community. Moreover, his management characteristics can be illustrated as 1) possessing self –confidence,concerning others, open-minding, curiosity and risk-taking, 2) employing democratic leadership, 3) generatingideas by hands-on practice in systematic thinking, 4) enriching students’ learning through parents’ involvement,and 5) motivating himself from educational reform passion.
